What We Do

The Chandler Institute of Justice (CIJ) supports government leaders, lawmakers, and legislative bodies in improving their laws and legal systems. We do this through advisory projects focused on law reform, developing model laws, and conducting practitioner-oriented training programmes.

How We Work
We work with partner governments through a systematic process set out in the Partnership Roadmap below. From leadership engagement to project management and results delivery, our process provides a clear roadmap for co-creating a path towards better governance.


How we work with clients

CIJ’s work with governments is guided by a structured six-step process that ensures each reform is context-driven, collaborative, and results focused

Understand Needs
  • Initial engagement with government officials responsible for law reform initiatives.
  • Conduct a comprehensive needs assessment to understand the specific challenges, objectives, and priorities related to the law reform process.
  • Identify key stakeholders, including government agencies and legal experts.
  • Establish channels for ongoing communication and collaboration with stakeholders to ensure alignment throughout the process.

Design the Partnership
  • Define the scope of work, including the objectives, deliverables, timelines, and resource requirements.
  • Negotiate and finalise a mutually agreed-upon engagement agreement.

Develop the Law Reform Strategy
  • Conduct in-depth research and analysis on relevant legal frameworks, international best practices, and socio-economic contexts to inform the reform recommendations.
  • Identify gaps, inefficiencies, and areas for improvement within the existing legal framework.
  • Develop a strategic plan outlining the approach, methodologies, and timeline for the law reform process.
  • Define specific reform objectives, priorities, and action steps to achieve desired outcomes.

Project Delivery
  • Provide technical assistance through legal research, policy analysis, and drafting support.
  • Support stakeholders in understanding policy objectives and reform options.
  • Work closely with legal experts and government officials to draft new laws or amend existing legislation.
  • Conduct legal reviews and stakeholder consultations to refine proposals.
  • Deliver targeted training and capacity building.
Step 5

Complete Deliverables
  • Finalise draft legislation or reform proposals based on feedback received.
  • Submit the finalised deliverables to the relevant government authorities for review, approval, and implementation.
  • Prepare comprehensive documentation, including reports, summaries, and explanatory notes, to accompany the final deliverables.

  • Maintain open lines of communication to facilitate ongoing collaboration and support as needed.
