From Draft to Reality: A Collaborative Success Story in Finalising Zambia’s PPP Regulations

Zambia - The Public-Private Partnership (PPP) Office, in collaboration with the Chandler Institute of Justice (CIJ), has achieved a significant milestone by finalising the PPP General Regulations and PPP Fund Regulations, essential to the operationalisation of Zambia's PPP Act No. 18 of 2023.

"CIJ’s support came at a critical time when these regulations were a key benchmark set by global partners, including the IMF. CIJs assistance ensured that we [the government] met these obligations within tight timelines, helping us deliver on our commitments." said Nukwase Mwanza the assistant Director-Legal and Contract Management at the PPP Office.

The process, which began with a two-week workshop in August 2024 facilitated by CIJ, included stakeholder consultations that shaped the regulations into comprehensive, internationally aligned tools.

"Good regulations are the backbone of efficient public-private partnerships, and this work ensures we can now implement the Act effectively. Without CIJ’s timely financial and technical support, delays were inevitable. Now, we have a robust, clear set of regulations that bring consistency to our legal framework, making our work that much more efficient." said Ms. Nukwase Mwanza 

The PPP Regulations were enacted as a statutory instrument under the Zambia PPP Act on the 15th of November 2024. With the regulations now in place, Zambia moves closer to finalising a framework that will attract private sector investment and confidence and drive economic growth.

This achievement not only operationalises the PPP Act but also strengthens Zambia’s capacity to foster impactful collaborations between public and private sectors, marking a new chapter in the country’s infrastructure and economic development journey.
