Strengthening Governance Through SOE Reform in Zambia

The Government of the Republic of Zambia has approved the publication of the State-Owned Enterprises (SOE) Bill, which will now be gazetted and presented to Parliament for debate. Cabinet granted approval on 29 October 2025, marking a significant milestone in Zambia’s ongoing economic and governance reform agenda.

The Chandler Institute  is honoured to have supported the drafting of this landmark Bill, a key component of Zambia’s broader SOE Reform Agenda under the 2024 State-Owned Enterprises Policy. The initiative also forms part of Zambia’s commitments under the IMF-supported reform programme.

The SOE Bill aims to strengthen governance, enhance transparency, and ensure the financial sustainability of State-Owned Enterprises, promoting efficiency, accountability, and long-term value creation for the Zambian people.

This achievement underscores the Government’s commitment to sound governance, fiscal discipline, and sustainable economic management.
