Strengthening Zambia's Legislative Future: CIJ Signs MoU with the National Assembly of Zambia
ZAMBIA – In December 2025, the Chandler Institute of Justice (CIJ) signed a Memorandum of Understanding (MoU) with the National Assembly of Zambia. The MoU marks the beginning of a strategic partnership to strengthen legislative excellence and governance.
Good Laws Shape Good Societies
CIJ believes that good legislation is fair, clear, modern, and grounded in the real needs of people. When it is, it becomes an engine for justice, economic opportunity, and accountable governance. This MoU reflects CIJ's shared commitment with the National Assembly to a legal framework that continues to evolve alongside Zambia's national development and institutional capacity.
Three Areas of Collaboration
The partnership is anchored on three areas of collaboration. On legislative support, CIJ will provide drafting and review of legislation, technical research, advisory services, and legal-reform guidance across priority areas. On capacity building, CIJ and the National Assembly will develop tailored training for Members of Parliament and parliamentary staff, working with the Institute of Parliamentary Studies and Training (IPST). On legal-tech innovation, the partnership will introduce AI-enhanced solutions to improve operational efficiency, streamline legislative workflows, and support responsive, accurate law-making.
Parliament's Perspective
During the signing ceremony, Acting Clerk Mrs Loveness Maambo Mayaka emphasised Parliament's enthusiasm for the collaboration. She noted its potential to deliver improved efficiencies and deeper skills development. Advisory projects under the partnership will also help modernise the laws governing parliamentary business and other key areas of national importance.
