Russell Low is the Chairman of CIJ, as well as the President and Singapore Country Head of the Clermont Group. A qualified lawyer, before joining Clermont he served as a judicial officer in the Supreme Court of Singapore. He previously held a dual portfolio of Assistant Registrar and Justices’ Law Clerk. He then joined the Attorney-General’s Chambers where, as State Counsel, he advised and represented government ministries and agencies.

Russell achieved the highest honours for two bachelor’s degrees, one in law and one in business management. He holds a master’s degree in public administration from Columbia University, and a master’s degree in public policy from the Lee Kuan Yew School of Public Policy.
