Waicha has over 15 years of experience in law reform, legislative drafting, and governance advisory. Previously, Waicha served as CEO of the National Housing Authority in Zambia, where she spearheaded strategic turnarounds, developed housing policies, and led debt restructuring efforts. Her accomplishments include drafting Zambia’s National Housing Policy and Sustainable Building Guidelines and leading the repeal and replacement of the National Housing Authority Act.

Waicha holds an LLB from the University of Zambia and a Postgraduate Diploma in legislative drafting. She is a qualified legal practitioner, arbitrator, and mediator, with a strong commitment to law reform and governance excellence across Africa.
